The CERN1 Council, where the representatives of the 19 Member States of the organization decide on scientific programmes and financial resources, held its 111th session on 11 December under the chairmanship of Dr. Hans C. Eschelbacher (DE).

The 7th German technology fair "Germany at CERN 1998" which is being held in CERN1's main building from the 1st to 3rd of December, provides the opportunity to extend and deepen the longstanding collaboration between German industry and CERN. This collaboration enables the research community to carry out experiments at an ever higher technical level and industry to gain access to up-to-date know-how and cutting-edge technology. Such joint developments between CERN and industry prepare the ground for further technological innovation.

CERN's new web pages have been designed to give visitors an informative introduction to the fascinating world of particle physics. We have all laughed at those fragments of film run backwards, where broken vases miraculously reassemble themselves, or sprinters reverse at full speed into their starting blocks. In the everyday world these things could never happen - time's arrow only points forwards. Hitherto, the laws of fundamental physics have seemed to be reversible: a film of elementary particle behaviour run backwards is indistinguishable from the same film run forwards. A particle sprinter could apparently run full-speed backwards as well as forwards.

Thirty years ago British industry held the first ever trade fair at CERN1 and industrial links between Britain and the Laboratory have never looked back. Speaking at the opening of the 1998 "Britain at CERN" exhibition on 20 October, H.E. Mr Christopher Hulse, British Ambassador to Switzerland, underlined the value of CERN contracts to British industry saying that "The prize is well worth going for, I understand that contracts worth £1.5bn will be awarded over the next six years".

Civil engineering for CERN1's next major particle accelerator, the Large Hadron Collider (LHC), got the green light from France last week when Prime Minister Lionel Jospin signed the decree allowing work to commence. This important landmark for the laboratory, situated on the Franco-Swiss border, comes after a long and painstaking study of the environmental impact of the project and follows Swiss approval earlier this year.

Japan's Ministry of Education, Science, Sports and Culture (Monbusho), has announced, subject to approval by the Diet, a further contribution of 5 billion Yen (approximately 56 million Swiss francs) for the construction of the LHC. This generous gesture reinforces the excellent relations that have been established between CERN1 and Japan. In May 1995 Japan made a first contribution of 5 billion Yen to the LHC project and was granted Observer status at CERN in June 1995.

Antonio Rodotà, Director-General of the European Space Agency (ESA) visited CERN, the European Laboratory for Particle Physics on Thursday, 7 May. He was welcomed by CERN Director-General Chris Llewellyn Smith, together with his designated successor, Luciano Maiani.
After fruitful discussions the Directors-General agreed on the creation of working groups to study and propose systematic joint activities to be conducted on a regular basis between the two organizations.
